Rules Committee by request of the Governor, entitled:                                                                           
                                                                                                                                
    "An Act making appropriations for the operating and loan                                                                    
    program expenses of state government and for certain programs;                                                              
    capitalizing funds; amending appropriations; making                                                                         
    supplemental appropriations; and providing for an effective date."
